Roseanne J. Ibarra

Roseanne J. Ibarra, MLS, is a native of Ukiah, California.  She is the executive director of FIRST 5 Mendocino where she manages the local investment of Proposition 10 tobacco tax dollars in programs and initiatives to improve the health, well-being and development of young children in Mendocino County.

Ms. Ibarra holds a bachelor of arts degree in political science and minor in economics from Sonoma State University and a masters of legal studies from Empire College School of Law.  She has experience in the public sector working as an aid to California State Assemblywoman Patty Berg and for United States Congressman Jared Huffman. 

She is a mentor in the Partnership Scholars Program where she provides support to her scholar, a first-generation four-year college bound student, beginning in the student’s seventh grade year through high school graduation and beyond.  She values education and prioritizing children. 

She has served on the board for the Boys & Girls Club of Ukiah since 2011.  Her service on the board was inspired by her participation in Leadership Mendocino, class XVII.  After graduating from the program, her strong advocacy for children and the need for youth development programs prompted her to get involved.

Ms. Ibarra is bicultural and bilingual in English and Spanish.  She is a tribal member of the Round Valley Indian Tribes in Covelo, California.  In her free time, Ms. Ibarra cherishes her time spent with her family and her German Shepard, Vince.
